🤗 is a smiling face with two open hands held out in front of it. Its official name is smiling face with open hands, but most people know it as the hugging face.
It's mostly a hug: comfort, thanks, a warm hello. Some people read the hands as jazz hands instead, a playful 'ta-da!', and both readings are common. Either way it's friendly and warm, never sarcastic.
